What’s The Difference Between A Panel And A Layer?

Answer: 

A panel is an element, a layer is like a whole new layer that goes on top of the website. A layer can be a whole new canvas that sits on top of the page that you can adjust and switch it to appear or disappear as a unit. You can get a similar effect with panels but it’s easier to work with layers because it’s easier to manipulate them in the editor rather than hide the elements as you edit.
